The issue was ordered by the Ministry of Post and Telegraphs to cover the expenditure of the above mentioned exhibition. The 115×87 mm sheet  features 3 fields with perforated edges. The left stamp with face value of 50 groszy depicts Marshall Józef Piłsudski. The central field bears an inscription ‘WARSZAWA/1928’. Consecutively, the right stamp with face value of 1 zloty depicts Ignacy Mościcki. All the elements are kept in dark-brown color.
